In one European region, 17% of adults have never used the internet. In another, it's under half a percent.
Same union. Same regulation. Same December deadline.
The EU Digital Identity Wallet is an app. Age verification is an app. Every solution currently being built assumes a device, an app store, and the ability to use both.
Across the EU as a whole the figure has fallen to around 4% — real progress, and the number everyone quotes. But an average is not a policy. The people who need proof of age or identity are not distributed evenly, and neither is the ability to install anything.
A solution that only works for people who are already online isn't a solution. It's a shortcut.
